I understand your frustration but for your kind information, Celcom no longer send direct phone bills to the customers anymore. And yes, they do send reminders via SMS.
My best advice is to download Celcom Life App (if you haven't) to check your bill manually. The usual bill cycle is every 3, 8, 13, 18, 24, 28 of the month.
